I am questioning if HOMER considers the load to be constant for the entire project lifetime or if we can predict the load growth in the simulations?

Yes, HOMER assumes the load is constant throughout the project lifetime.  To account for load growth in an approximate way, we sometimes simulate using the load we anticipate in, for example, the 10th year of a 20-year project.
