Is there a minimum run time for diesel in HOMER? and is it possible to specify it?

No, but if the system contains a battery and use are using the cycle charging strategy, you can effectively set a minimum run time by applying a setpoint state of charge.  That way, once the generator starts to charge the battery bank it must keep running until the battery bank reaches the setpoint.  That tends to reduce the number of generator starts.
