Can I simulate PV-Wind-Diesel without designing a Battery Bank or by designing a very small one?

Yes, you can simulate a PV-wind-diesel system without a battery bank.  In many cases a battery bank could significantly reduce the cost of energy, particularly in combination with renewable power sources.  But HOMER does not force you to consider a battery bank.
