HOMER can model both AC and DC wind turbines.  If you are asking whether HOMER can model a DC wind turbine with a dedicated inverter, the answer is yes.  You should model the turbine/inverter together as an AC wind turbine, with a power curve that shows AC power output versus wind speed, and costs that account for the turbine and the dedicated inverter.
