The operating cost is the annualized value of everything other than the capital cost.  That includes replacement, O&M, and fuel costs, but it also includes salvage value.  If you double click on that diesel-only system, go to the Cost Summary tab, and choose Annualized, you’ll see that the annualized values of the O&M cost, fuel cost, and salvage value.
