I have a problem with economic inputs in HOMER and i don't have any idea what System Fixed Capital Cost means.

You can use the system fixed capital cost input to account for capital costs that occur regardless of the configuration of the system.  Please look up 'system fixed capital cost' in the index of the Help system for details.
