Can't I just dump all excess wind power to a thermal load?

Yes, you can.  Near the bottom of the thermal load window, check the checkbox that says "Excess electricity can serve thermal load".  Then HOMER assumes all excess electricity goes through a resistive heater and serves the thermal load.
