HOMER software for energy projects in Italy

Italy operates one of Europe's most active BESS storage auction markets through MACSE, has implemented the EU's most detailed Comunità Energetiche Rinnovabili (CER) framework under D.Lgs 199/2021, and hosts some of Europe's most technically interesting island energy transitions in Sicily, Sardinia, and Pantelleria.

Italy's energy modelling context

ARERA (Autorità di Regolazione per Energia Reti e Ambiente) is Italy's energy, networks, and environment regulator. Terna is the transmission system operator — it procures ancillary services including MACSE storage capacity, MSD (Mercato del Servizio di Dispacciamento) balancing, and frequency regulation. GSE (Gestore dei Servizi Energetici) administers incentive schemes including the CER framework. GME (Gestore dei Mercati Energetici) operates the electricity spot markets.

Italy has some of Europe's highest industrial and commercial electricity prices, creating strong behind-the-meter economics for solar-plus-storage. Combined with ARERA's net metering mechanism (scambio sul posto) and incentives under the DM 7/12/2023 for CER participants, Italian C&I projects benefit from stacked revenue streams.

D.Lgs 199/2021 transposed the EU Renewable Energy Directive (RED II) into Italian law, establishing the CER framework with Terna-administered geographical perimeters and the GSE incentive regime. The implementing decree DM 7/12/2023 set the incentive levels — up to €110/MWh for shared energy — and the procedural requirements for CER registration.

MACSE grid-scale storage auctions

Italy's MACSE (Mercato per l'Approvvigionamento di Capacità di Storage Elettrochimico) is a dedicated auction mechanism for grid-scale electrochemical storage. Terna procures 4-hour and 8-hour BESS capacity to provide MSD services, frequency regulation (FCR and aFRR), and fast reserve. HOMER Front models the revenue stack for Italian MACSE projects: capacity payment from the auction, MSD participation revenue, and energy arbitrage on the MGP (Mercato del Giorno Prima) day-ahead market and MI (Mercati Infragiornalieri) intraday markets.

Italy's grid constraints — particularly the North-South transmission bottleneck between the 380 kV backbone and the southern Italian and island systems — mean that storage sited in the south and on Sardinia commands a premium in Terna's zonal balancing procurement. HOMER Front's zonal price modelling captures this geographic differentiation.

Comunità Energetiche Rinnovabili (CER)

Italy's CER framework is among the most detailed in Europe. Under DM 7/12/2023, CER members sharing electricity within a Terna-defined geographical perimeter (typically a primary substation service area) receive a GSE incentive of up to €110/MWh on shared energy, plus a reduction on grid tariffs for the shared fraction. Battery storage within the CER is explicitly incentivised — the DM includes enhanced support for storage-enabled CERs that increase the self-consumption ratio.

HOMER Pro models CER configurations with multiple generation points, battery storage, and heterogeneous load profiles (residential, commercial, industrial) within a shared perimeter. The GSE incentive calculation, network tariff reduction, and residual grid import costs are all captured in HOMER Pro's multi-party economic model.

Italian island systems

Sicily is connected to the mainland by the Sorgente–Rizziconi 380 kV HVDC link, but its grid is frequently constrained. Sardinia operates as a semi-isolated system connected by the SA.PE.I. HVDC submarine cable to the mainland and by SACOI to Corsica and the mainland. Smaller islands — Pantelleria, Lampedusa, Linosa, Ustica, and the Aeolian, Egadi, Pontine, Tremiti, and Pelagie island groups — operate as isolated diesel systems with active ARERA-regulated transition programmes.

HOMER Pro is used by Italian island system operators and the consultancies supporting Terna and ARERA's island decarbonisation programmes. The modelling of hybrid diesel-solar-storage systems with explicit minimum stable generation and spinning reserve constraints is HOMER Pro's core capability for these applications.
